Municipalities have civil protection obligations and responsibilities to ensure the well-being of their population and the integrity of the infrastructures on their territory.
Among other things, they must:

- Adopt a regularly updated emergency response plan.
- Implement disaster prevention and mitigation measures.
- Communicate risk information to the population, including preventive measures to be taken and instructions to be followed before, during and after a disaster.
- Consider existing and potential risks in land-use planning and development.
- Deploy resources at the time of and in the aftermath of disasters to provide assistance to those affected, and manage the situation with a view to ensuring the most rapid and effective recovery possible.
