Urban Planning Advisory Committee

The Urban Planning Advisory Committee (Comité Consultatif d’Urbanisme – CCU) is a body appointed by the municipal council to give its opinion on requests submitted to it concerning urban planning and land development.

The CCU is a working group comprising at least one member of the municipal council and residents chosen by the latter to help guide, orient and support its activities in urban planning matters.

Recommendations and opinions issued by the CCU enable the municipal council to benefit from the contribution of elected officials and citizens, who can put forward their experience of living in the municipality and their particular concerns for the development of their territory. The creation of a CCU brings citizens into close contact with urban planning issues.

In some cases, elected officials and citizens can also provide specific expertise or reflect the interests of specific socio-economic groups concerned with commercial development, environmental protection, heritage conservation or similar issues.

Members of the Planning Committee

According to the municipal by-law, the planning committee is made up of 7 members, appointed by the municipal council:

  • A municipal councillor, acting as president
  • 6 members chosen among residents of the municipality, excluding council members and municipal employees.
  • The mayor of the municipality is an ex-officio, non-voting member.
  • A planning employee is a non-voting member of the committee, acting as secretary.

Submit an application to the UPA

As part of your permit application, if your project is subject to the Site Planning and Architectural Integration Program, you will need to submit an application to the UPA. The municipal inspector assigned to your file will be able to explain the procedure to you. However, you must meet the deadline for submitting your application—with all the required documents—in order for it to be reviewed by the UPA.
