Members’ roles
The Mayor’s Role
The person elected as Mayor represents all the citizens of a municipality.
Besides chairing council meetings, the Mayor must work in collaboration with other council members.
The Mayor has the right to monitor, investigate and oversee the running of municipal services, to ensure the council’s transparency towards its community.
In concrete terms, the Mayor oversees the execution of by-laws and resolutions and ensures that the municipality’s finances comply with the law. He or she also communicates Council mandates to the municipal administration.
In emergency situations, he or she may, exceptionally, authorize expenditures and award contracts in order to ensure the population’s safety or the integrity of municipal facilities.
Municipal Councillors and Their Role
Councillors must respond to citizens’ needs within the municipality they represent. They must put forward citizens’ demands and proposals to the municipal council. They must therefore attend council meetings and take part in the decision-making process. They are obliged to vote on every proposal discussed at council meetings – unless a conflict of interest arises. They may sit on committees to advise the Board on specific issues.
A councillor may be appointed deputy Mayor. In the Mayor’s absence, he or she will be called upon to perform the Mayor’s duties.
